Michael Garlich of Titan, the game was cancelled because the "final version" submitted by the programmers was considered too buggy for commercial release [Sources:

Reportedly, the developers were unwilling to do any further work to finish the game because radical time-consuming changes to the code were required to meet Titan's demands for release. Personal circumstances of the coders were also a mitigating factor (e.g. study commitments, general fatigue, mandatory military service of the main coder) [Source:
