Rotator was was initially developed in the mid 90s by Tim Gilbert and Shaun Watters as a Licenceware game. The success of Black Dawn Rebirth prompted an updated version of Rotator with new music, graphics and levels. Initially intended to be released as "Rotator 2", the number was dropped due to the obscurity of the original.
